According to the USDA, on Nov. 1st EBT recipients will see the average monthly food benefit reduced by 13%. That would mean a recipient accustomed to seeing $272 / month will see a cut of $36.

I'm not convinced that a $36 reduction on and EBT card is enough to cause welfare recipients to riot. Perhaps this is a "boil the frog slowly" strategy, and people will continue to follow like "good sheeple". However, it shouldn't be ignored that the DHS seems to be preparing for a worse-case scenario.
Given the recent EBT "glitches" that resulted in the system being closed down, for only a few hours, in 16 states...reports of looting and chaos were reported.
